Sounds like the fine print in an insurance policy - obscure and remote. It also sounds like my understanding of deep water drilling, credit default swaps, space exploration and an untold other number of issues. The average person cannot and should not be expected to be an expert on every issue - including installing solar panels. To protect the interests of our citizenry, we have government regulations. Government is at least partially accountable because its members are elected. Do regulations need to change with the times, be updated on occasion, simplified or even thrown out every now and again. Sure. But doing away with regulation all together and trusting the free market to take care of everything is naive based on past experience with completely unregulated markets.
