This is not really a federal issue it's that states compete to get the jobs, and make offers to reduce taxes, blame the governors (such as Perry's Texas Enterprise fund. it's a state slush fund), and the local officials who want the jobs. But it's like disarmament no one can stop unilaterally they would just lose. If people were really upset in states such as CA where they have initiative put a ballot prop up to stop it.
