I thought that such national carriers as Continental and American subcontract short flights to unregulated or much less regulated regional carriers. I thought that was the issue in the Continental 3407 crash at Buffalo, NY, namely, that passengers who booked thru Continental did not realize they were not flying on Continental, but on a small, less regulated subcontractor with whom Continental had contracted out of all liability - at least that's what I saw on Frontline Flying Cheap on 27 Dec 2010 http://www.pbs.org/wgbh/pages/frontline/flyingcheap/view/?utm_campaign=homepage&utm_medium=proglist&utm_source=proglist
