Healthcare? Use the states as laboratories

If Congress is so intent on passing a national healthcare program then possibly they might consider that not all wisdom resides within the beltway.

A more intelligent way might be for:

1- Congress to outline the broad requirements of a national healthcare program,

2- Decide upon the amount and method of funding, (not via unfunded mandates)

3- Leave the implementation to the states (50 experimental laboratories)

Some might screw up but I imagine that a few states will do a good job and after a few years their systems will be copied.
