NYC won't let Wal-Mart build stores in the city in particular the neighborhood markets which are smaller than the supercenters. So the government of the city prefers the upscale stores over Wal-Mart. This is just like in Chicago but there one could build a Wal-Mart just outside the city by a transit line and get the business and the small town would get the taxes.
