Firstly it is important to differentiate between the vegetable/fruit vendors. There are there are the regular vendors and then there are the "green carts: allowed only above 110th street.

On 93rd Street, Han's grocery is being squeezed by two regular vendors both owned by the same person and both of whom are breaking the law by spreading their goods out on plywood counters and street boxes that extend well beyond the legal barrier of 3 feet (on a sidewalk) and sell produce until after 10 p.m In addition the guy on 94th and Broadway has a huge truck that violated the parking limitations, idles for hours and which the 24th precinct ignores despite many calls.
