Rather than as Canada focusing on immigrants that would be good for us, we allow folks to bring in their parents and adult children (albeit with significant delays). It should be the case that only nuclear families get in under family preference, and only children under 18 at the time of application. (If this means splitting families, that's the way it was in the past, when you sailed for the US you were effectively dead to your family in the old country).
