I say raise the tolls to pay for the railroad tunnel

Since all the crossings are NY NJ, why not raise the tolls to pay for the new railroad tunnel. (Note that the proposal raises the current rail fares as well) Rather than asking someone who lives in Camden to pay for it, why not hit the commuters who will potentially benefit. This does seem to be the principal of fee for service, and the folks are getting the ability to cross the river for a fee.
