You get the benefits if you are enrolled in a re-training program as well. For the high school dropouts I wonder if we do not need a CCC type of program, perhaps more urban oriented than the 1930s one, at least they could remove graffiti and pick up trash, possibly even assisting in tearing down derelict houses. (with 1/2 time in remedial training, perhaps in the old fashioned army style)
