Regardless of what kind of program is adopted it must include an incentive.

As long as we're on a 99 week unemployment benefit program let's just reduce each weekly check by 1%.

That will serve as a reminder and an incentive to every recipient that the weekly checks will eventually come to an end.

There's no better way to get someones's attention than a reminder that nothing goes on forever.
