Why do we have a food stamp program? Ostensibly the reason is "food security." So I recommend that we select a very limited number of items which can be purchased with food stamps. These would include things such as pinto beans, milk, bread, peanut butter, etc. etc. You see, just "healthy' type foods. I expect in this case many of the food stamps would go unused.
