The airlines versus the General Aviation folks. Note that an IFR flight does involve using air-traffic-control services. A 747 and a small business jet both take the same amount of ATC services. Yet today the 747 would pay 100 times as much for the service since it is charged as a part of the ticket tax. Since the congress men prefer private jet rides to commercial aviation they did not approve of it. If one wants to talk fairness the fee should be based on the cost of providing the service, so it should be about the same for both kinds of flights.
