Although one can argue whether the $100 is the right amount or not, the current allocation of user fees to pay for air traffic control amounts to a subsidy for general aviation. To the extent that this helps to equalize the allocation between commercial and general aviation, it may not be entirely a bad idea. Better though would be to privatize the air traffic control system as our socialist neighbor Canada has.
