Eliminates double taxation by allowing companies to deduct them from "gross income". The investor will be taxed at the 9% rate presumably. Guessing zero capital gains tax implies that capital gains are not included in gross income.

The principles of the plan are what is important. Unfortunately the details of the plan will be what gets debated.
