Only a constitutional amendment would make this work

We had to amend the Constitution to institute the income tax. The only way I can see the 9-9-9 plan working is if we repeal the 16th Amendment and institute a new amendment saying that the Congress can not raise the rates for the corporate/personal income taxes and sales taxes above single digits. I'm not sure that would be the best idea to enshrine in an amendment but seeing as how the existing tax structure has gone so far out of control, whatever major tax reform gets implemented ought to be done in the form of a Constitutional amendment. I do not believe a balanced budget Amendment makes sense, however.
