It's called "Respect for Diversity of Tactics". They encourage various activist groups to join the protest, fully expecting some of them will be violent, or as in this case, anti-Jewish. While not everybody may agree with all the various opinions and tactics used by the sub-groups, there is an agreement not to publicly criticize the extremists, but to merely deny they are representative of the whole movement. This is a disingenuous and cynical policy, but it is also the common strategy of the anti-globalization/anarchist/left movement. It's a useful tool for deflecting criticism and manipulating gullible media, while advancing the causes of the most extremist and often violent factions. The important thing to remember is that these extremist groups are not crashing or co-opting the protests. They are an essential part of the overall Occupy movement.
