A lot of ag commodities have such marketing fees, for that is what this is, see Orange Juice (what pays for all the ads). The concern of the growers of the trees who in general voted for the fee, is that people will buy artificial trees when an artificial tree only costs what 3-4 years of a natural tree cost.
