You see the chinese do exactly this they drove the other miners out of business, then this year discovered that they had overcommitted on deliveries and as a result the price went way up. The issue is how long does it take the market to recover? It will recover but it takes time to start projects back up (See Mountain Pass, Ca). So if all you are looking for is a few years profit, which is all US business really cares about, it does work. After all if the CEO can make it to retirement then all is ok.
