The rare earth situation of recent years is not at all an instance of what Romney was claiming. The rare earths have been in a lot of demand due to real technological demands and probably due to some bubble action too. So the prices rose substantially, and the outcome is mines all over the world are being setup or reopened to take advantage of the higher prices. This is the way of markets, not some conspiracy of the Chinese to "corner a market" and thus charge monopoly prices.
