Yes and if you look you find a lot of power (gasoline) lawn equipment that is not available in Ca as well due to emissions. However having lived in Pasadena, Ca 1972 to 1976 it was easy to see the need for air clean up, I recall the smog rolling up the Arroyo Seco like a wall in the AM, when it arrived the Mountains had disappeared into the smog.
