A very enlightening, if not remarkable, explanation of how the political class has succeeded in gaming the system - always in their favor. It's called "win, win."

If not a "cost of living" increase, then a "step Increase," the purpose of which is to "reduce turnover?" Really? I was not aware that Washington had a turnover problem. Most people have felt the problem is just the opposite - people who stay on their jobs forever. And why not?

But wait - what about both a cost of living increase PLUS a "step increase?" By definition that also occurs. Just what kind of set up is that called?

Remember, increases are awarded regardless of and sometimes despite job performance, which is the definition of a "step increase." Anyone aware of a similar system in the private sector?

Sorry, I don't buy it and the taxpaying public is being scammed big time by the public employee's lobby.

What a country!
