The step increases were part of the system decades ago - not in response to any freeze on cost of living increases. It's neither double speak nor underhanded. The programmed increases were part of the original contracts signed by GS employees - and of course the government should honor those. When you see reports of huge increases in government payrolls and high salaries, you're reading about a very small percentage of the GS workforce, not the rank and file.
