The way to deregulate banking is to deregulate it. As pointed out by Lyle above, banking was (more) open before the Civil War. Unfortunately, we have a lot of residual misunderstanding of open banking - pejoratively called "wildcat banking." Even Krause Publishing in its catalogues of Obsolete Bank Notes refers to that era as time of cheats and swindles before the federal government brought stability. It might be easier to legalize marijuana than banking.
