The Institute for Justice has had a remarkable record of doing exactly what you say -- stopping cabals of businesses combined with state/local bureaucrats from imposing licenses and controls. The fight is both "street by street" on a local level to stop such anti-liberty laws, and on an intellectual level to educate the populace that such cabals are malicious.
