It is an interesting conundrum here, if the neighbors think what you are doing with your front yard devalues their property they have a legitimate complaint. This has occurred with cb and other radio antennas until the FCC solved that one. In many areas in addition the homeowners association can also forbid such a garden. The city has an interest in safe structures as well, as I suspect the company holding the homeowners policy, since a windstorm could blow the structure onto a car or another house, resulting in a liability claim. If you want the ability to do this move to the country and buy some acreage and you can do as you please.
