Yes - good thing the natural gas town is booming instead of solar. This only proves the intro-economics point that the market is not good at dealing with the tragedy of the commons - of which climate change is the largest and most devastating example. Government must tax carbon emissions to make it take into account its cost to society, and then the clean energy firms will do just fine.
