Overhead?

Reader comment on: Amtrak Loses Money on Food

Does anyone know what it means when the report says " taking overhead into account, each cheeseburger costs Amtrak $16.15 and each can of soda costs $3.40." Are the including as overhead expenses that would be paid even if there was no food or beverage service? It's a strange phrase to use.
