To go further, let the hospitals all go to a diagnosis related billing scheme a la Social Security, so that you can take what you have and get a fixed price. Post lab test prices and compare with outside for outpatients, (sort of done for the competition but not the hospitals). If the market is the solution require full information for a person to shop, rather than not knowing the price you will charge.
