It increases the value of the medallion the Taxi owners (not drivers) have. They have convinced folks of the need for a certificate of public convenience and necessity to operate. It is by definition never necessary to have more cabs, thus the deal is done. If we really want to go after regulation start locally and work your way up. One might keep insurance and safety rules, but allow anyone who meets them to operate, to avoid the disasters of jitney services in 3rd world countries. (For someone who is fly by night the legal system is not a threat they just declare chapter 11 and start a new company so a law suit is fruitless).
