Red tape usually exists for a reason. Sometimes it gets out of control, or doesn't get discarded when it could be. But on one side of the "no red tape" extreme a person could walk up to FEMA and ask for 10k, to fix a roof. Would there be any check on whether the roof was damaged? The point is that Republicans are so quick to call for an end to red tape, and then decry the fraud and abuse in the system. There has to be a middle ground (probably what Obama is shooting for).
