Part of our first amendment heritage is the right not to speak. If I elect to sell alcohol, it's not unreasonable that I be required to inform my customers about its supposed deliterious effects. But if I'm not selling it, the government shouldn't have the power to make me tell its story about a product I don't sell. As Ira points out, it can use its own property for that.
