This is crying for some public interest group to sue on behalf of merchants who don't sell alcohol. Part of our first amendment heritage is the right not to speak. If I elect to sell alcohol, it's not unreasonable that I be required to inform my customers about its supposed deliterious effects. But if I'm not selling it, the government shouldn't have the power to make me tell its story about a product I don't sell. As Ira points out, it can use its own property for that.
