Of course up till now that also meant that they got government support and united way support. For example the feds provide logistics at Jamborees thru the Army, many local area provide municipally owned scout houses and the like. If they were a religious organization this would have to stop based upon the government supporting only one kind of religion. So then if you take the tax exemption and are not a religious organization, then the government can say what you have to do to keep the exemption.
