It's both -- Magnetar didn't cause the bubble or the attendant financial crisis, AND the Magnetar Trade prolonged the last of the bubble years, delayed the unwinding, and made both worse.

The word I think you are looking for is 'amplifier' -- amplifiers don't create the signal they consume, but they do make it bigger.
