If you look in the past every time an event like the current crisis someone games the system, people will cheat and nearly cheat given 1/2 a chance. So rules are needed mostly about transparency that avoid the asymetric information problem to ensure that all come to the table with the same info. Protections are needed for the unsophisticated as well to make sure that they truly understand what is being sold them (starting with teaching people a rule a lot seem to forget, if it's too good to be true it probably is)
