Except for Andy Grove most of the rest fall in the class of children brought to the states. Which for illegals is the dream act. Actually the points system idea is similar to those in Canada and Australia. You get points for education, speaking english and the like. So in general the examples were children when their parents came here. A child is by definition unskilled. Actually what the proposal does mostly is to cut off allowing adult children and siblings to follow an immigrant, requireing them to meet the points test themselves. Here is a link to the Canadian skilled points system page, Australian points are similar. They both include speaking a national language, education, and experience, as well as age.
