Since the first element of the primary process is the Iowa event, and Iowa grows a lot of Corn, then Presidential candidates have to endorse the ethanol mandate, and oppose importing ethanol from Brazil or the Caribbean Islands, to win in Iowa. Move New Hampshire first and the mandate might go away.
