Why does one take a government job in the first place?

For someone at the level cited a government job pays far less than a private sector job. If you take a what's in it for me point of view, one takes the government job to up one's pay in the private sector after a few years, because of the connections made. In this case in particular it almost appears that the law firm encouraged this because of the value he would add to the law firm after he returned.
