What is the alternative toll roads?

Essentially it is the same thing, but with the gas tax we get a litte encouragement for more efficient vehicles also. The roads do have to be paid for, either you privatize and toll all roads, or move to a tax assesed on miles driven, with possible add ons for big freeways.
