The idea here is to rescue the Federal Highway Trust Fund from insolvency, which it's projected to hit this summer. Even if that date is a bit of hyperbole, the structural problems with the fund, i.e., greater fuel efficiency in vehicles reducing the amount of fuel tax collect, are not.

For this you need Republicans? Well, it was a Republican who signed the bill into law that created the interstate highway system. Highways have been known to need maintenance from time to time, or else they tend to fall into disrepair. You don't get those repairs done for nothing. If you think that's the case, you're not a Republican. You're a Communist.
