The state says that there can be one on site liquor license for every x folks that reside in a city. in many cases. This is a remnant of the old morality about the evils of booze that lead to zero liquor licenses being available fron 1919 to 1933. Since the population of Boston peaked in 1950 and has fallen by 25% since then, assuming all the licenses were issued in 1950 there will not be new licenses issued just transfers. (801k 1950, 618k 2010). Likewise any other licenses business that operates as one business for every x people will have the same problem with licenses.
