One thing is that one does not see the .coms that explode before going live.

But Oregons attempt was just trying to be all things to all people, which in general is

a guarantee of failure. The fact that states have had failures CA show

how endemic the situation is. One critical issue is to have defined the requirements

and stick to that set, Changing software in mid build is very like building

a house and relocating the interior walls at the stage just before the

drywall goes in.
