Of course all those nasty regulations have SOMETHING to do with it. But they're minor compared with the more basic reason: governments are run with almost no economic accountability and usually no danger of financial failure. They're run by folks, some well meaning, perhaps more merely fearful time servers, who rarely have the mindset of efficiency and timeliness. An unsolvable problem. Which should simply mean, apart from moral or philosophical considerations, we oughtn't use government for too much or expect too much of it.
