Unlike President Clinton who chose to play the hand he was dealt when the Republicans took over Congress in1995, Obama is resorting to "a pen and a phone". He can issue all the executive orders he wants, but someday, whether in 2017 or 2021, there will be a Republican president who can cancel every executive order he issues. If Obama wants a lasting legacy, his best bet is to follow Clinton and work with the Congress he has.
