that one must certify as to this: "because my ability to compete in the free enterprise system has been impaired . . .." One might wonder where the free enterprise system of which the affidavit would complain exists? Or what crazy idea the federal government has of that concept while engaged in and controlling the construction trades and building things with money first confiscated from others (and that likely no one really wants or needs). The affidavit does not state I am qualified to do the job.

The story does not mention what became of MS, the DBE that participated.
