... a good example of the often misused "begging the question" fallacy? That is, it cannot at this point really just be assumed that welfare as we know it helps people at all. Not the taxed or the transferees. The administrators perhaps, though their talents would be more useful deployed elsewhere producing instead of skimming the skim.
