Nicholas Kristof seems to have missed an important development in WIC policy: the program is now heavily invested in promoting breast-feeding. Indeed, WIC extends food benefits to those mothers who breast-feed as opposed to those who formula-feed who are not elligible for such extensions. What does it say when incentives are working at cross purposes? And why should WIC promote breast-feeding at all, by the way?
