The metaphor, "one hand washes the other", does not apply exclusively to the dealings of big government and industry. We have abundant evidence in the history of capitalism of the collusion of industry to industry (19th century "robber barons", present day cartels). As to the purity of small government, does Tammany Hall as but one example argue to the opposite? Whatever space human bengs occupy the opportunity for corruption and self dealing abound.
