Because under that idea which comes from times when most folks were in ag and innovation was scarce, the pie was roughly a fixed size (likley till about 1750 or so) A person could only feed a limited number, of folks and with no significant innovation could not increase that number very much. It was not just in terms of ag tech but transport etc. If that is your model of society then a fixed size pie is what you have. (It is also what Malthus taught).
