Within weeks, the small independent companies were eating our lunch. Our big bureaucracy had worked well with the federal bureaucracy which required mountains of paper to justify any pricing. When that disappeared practically overnight, the independent companies responded nimbly to the market. We took months to dismantle our bureaucracy so we could compete with their innovative marketing.
