Both Rockefeller and to a lesser extent Gates engaged in anti-competitive practices - much to the detriment of choice for consumers.

Government sets norms all the time, from the differences in how the tax code treats luxury items to what qualifies for food stamps or tax exemptions at the state level. This is nothing new. Perhaps one believes that government should not be in the business of setting any norms at all - just let the market "sort it out." This of course privileges those with inherited power and money over those who aren't so lucky with their lot in life.
